maintain our technological lead and our people are skilled and able to succeed. and hard pressed states right now can't all do that. in fact, we've seen layoffs of hundreds of thousands of teachers over the last several years and governor romney doesn't think we need more teachers. i do. i think that's the kind of investment where the federal government can help. it can't do it all but it can make a difference and as a consequence will have a better trained work force and that will create jobs because companies want to locate in places where we've got a skilled work force. >> lehrer: two minutes governor, on the role of government. your view. >> first, i love great schools. in massachusetts our schools are ranked number one of all 50 states and the key to great schools, great teachers. so i reject the idea that i don't believe in great teachers or more teachers, every school district, every state should make that decision on their own. look behind us, the constitution and the declaration of independence. the role of government is to promote and protect the principles of those documents.
